Wardens, Parish Council and various Committees

Wardens

It is the overall responsibility of the church wardens to organize the conduct of parish affairs so that the parish, with the spiritual guidance of the rector, will be able to effectively carry out its mission as a Christian community. To that end, and with the guidance of the Holy Spirit, it is the responsibility of the wardens to work in harmony with the rector to take all necessary measures to ensure that, to the best of their abilities:

i) the fabric of the parish properties are suitable for the exercise of the ministry of the parish and are duly cared for,
ii) the financial affairs are cared for and recorded in an orderly and accurate manner so as to properly reflect the financial state of the parish, including accounts for which the wardens are directly responsible, and for all accounts of organizations using funds collected for use in the parish,
iii) appropriate measures are taken to maintain the financial well-being of the parish,
iv) all appropriate measures are taken to ensure the safety and well-being of all persons on church property, and the property itself are adequately protected and insured,
v) newcomers and visitors to the parish are welcomed and encouraged to enter into the life of the parish,
vi) the various lay organizations are established, administered and co-ordinated with each other, utilizing the talents of as many lay people as is possible,
vii) the rector and his/her family are properly housed,
viii) the rector and other paid staff are paid promptly and appropriately for their responsibilities.
ix) the standards of the Anglican Church are upheld, at the same the parish is allowed to change and grow in accordance with the developing life of the congregation and to suit the changing conditions and needs of the local community,
x) issues of a non-personal nature which may arise between laity and clergy are resolved expeditiously,
xi) all measures necessary for the spiritual and temporal welfare of the parish are attended to during the period when the parish is without a rector pending a new appointment,
xii) parish matters which are required to come to the attention of the regional dean, archdeacon, diocesan executive, the diocesan office, and the bishops are properly presented and dealt with, and
xiii) parish records are kept in a safe and adequate manner:

all in such a way as to enable the rector and the laity to work together to jointly spread the Gospel and minister to each other and the community in which the parish is located and to meet their obligations and responsibilities beyond the parish boundaries.

Parish Council

The Parish Council represents the Vestry (the whole church membership) in the daily affairs of the Church. It is the responsibility of the Parish Council to assist the Rector and the Wardens to conduct Parish affairs so that the Parish will be able to effectively carry out its mission as a Christian community. To that end, and with the guidance of the Holy Spirit, it is the responsibility of the Parish Council to assist the Rector and Wardens so that:

i) parish properties are duly cared for,
ii) the finances with respect to accounts directly under the control of Wardens and the Parish Council, and also that of all organizations within the Parish, accurately reflect the financial state of the parish,
iii) the financial well-being of the Parish is maintained,
iv) the safety and well-being of persons and church property are adequately protected and insured,
v) newcomers and visitors are welcomed and encouraged to join in the life of the Parish,
vi) lay organizations work to utilize the talents of as many people as is possible,
vii) the Rector and family are properly housed,

In so doing, the Parish Council operates so as to enable the Rector and the laity to work together to spread the Gospel and minister to each other and the community in which the Parish is located.

Elections and appointments for wardens and parish council happen at the annual vestry meeting (AGM).

Committee Structure

Finance Committee: The finance committee meets a few times a year. They are primarily tasked with developing the budget and ongoing stewardship in the parish. They are also responsible (or a working group from the committee) for a yearly fundraising to aid in the fund development of the All Saints Legacy Trust.

Worship Committee: The worship committee meets quarterly to plan the ongoing worship of the parish community. They primarily focus upon the seasons of the church and special celebrations.

Church Design Committee: This committee was struck at vestry 2017. Their responsibility is for the interior design of the new sanctuary in the new building. This includes seating arrangement, beautification of the new space and its liturgical use. This committee will dissolve after the completion of the new church.

Development Committee: The development committee is responsible for overseeing the development of the property and the overall construction of the new church building. This committee will dissolve after the completion of the new church.

Mission and Ministry: The Mission and Ministry team is responsible for the development and implementations of All Saints’ programs. These programs represent how we are using our current facilities to reach out to the neighbourhood and how we will use our new facilities to do the same. This committee also tackles in-reach, assisting the rector in the development of adult education programs and the ongoing development of local mission and international mission of the parish. This group meets monthly.

Funeral Committee: This group assists with funeral luncheons: set up and clean up. This committee meets ad hoc as needed.

Refugee Committee: The committee supports the BVOR refugee family that the parish with its partners in the deanery has sponsored. This ongoing commitment last for the year that we are supporting our refugee family.

Property Committee: The team of individuals is responsible for the maintenance and care of the property and building that we have been intrusted with. If there is an issue with the property or building, speak with a member of the committee and they will address it as soon as possible. They meet as needed
